The Challenge
The organization managed health programs across multiple US states, each with its own member portal built on aging infrastructure. Members couldn't access benefits information, submit documents, or track claims without calling a support center. Each state deployment was a separate codebase with diverging features, making bug fixes and compliance updates expensive and slow to roll out. The existing Java monolith had grown unwieldy over years of state-specific customizations, and the team was spending 60% of development time on maintenance rather than new features.
